[Koha] Forgiving all overdue fines

    I didn't think Koha would include SELECT, SET, DELETE, and UPDATE
statements (and other SQL statements) because it's all too easy to damage
or delete a large portion of the database. Even seasoned database
professionals have been know to lose a large portion of their database.
GUIs mitigate against that possible outcome even though it can still happen.
