As of Koha version 20.05 there is no "UseKohaPlugins" system
preference. The change to koha-conf.xml, described in the links you
mentioned, is the only step you need in order for the plugins page
(/cgi-bin/koha/plugins/plugins-home.pl) to be enabled.
