Checkout page - Can't locate object method "search" via package
"Koha::Account::DebitTypes"

After upgrading from 19.05.02-2 to 19.11.02-1, our installation has had the
following issue.

When trying to checkout items, after choosing a patron by name, the
following page (
https://seattle-intra.theosophicallibrary.org/cgi-bin/koha/circ/circulation.pl?borrowernumber=XX)
returns:

Software error:

Can't locate object method "search" via package "Koha::Account::DebitTypes"
(perhaps you forgot to load "Koha::Account::DebitTypes"?) at
/usr/share/koha/lib/Koha/Account.pm line 674.

Possibly relevant:

Under Administration -> Debit Types, i see the following:

C Unexpected type found during upgrade 0.00 Yes No limitation
Copier Fees Copier Fees 0.25 Yes No limitation
MANUAL Manual fee 0.00 Yes No limitation
Pay Unexpected type found during upgrade 0.00 Yes No limitation
W Unexpected type found during upgrade 0.00 Yes No limitation

After searching i haven't found any references to this error, but Bug 23049
might be relevant?
