[Koha] Where has "OpacNavRight" gone?

Hi

Today I was astonished when I was trying to edit Koha system preference 
"OpacNavRight" - there is no such preference anymore! Also the Koha 
19.05 and 19.11 manuals don't mention this preference anymore. But the 
release  https://koha-community.org/koha-19-11-release/ list the 
following bug as solved:

(OpacNavRight does not display correctly for opacuserlogin disabled or 
self registration)

However, we would like to fill the empty space of the right column under 
the main login form - at the moment it is completely white...

Is this a bug or did I miss something?
