Those instructions have not been revised in a while (see the reference to Ubuntu 14.04?). Why are you follow those instructions and not https://wiki.koha-community.org/wiki/Koha_on_ubuntu_-_packages or even more preferably https://wiki.koha-community.org/wiki/Koha_on_Debian?

If you are merely looking to help sign things off, perhaps even just use a sandbox: https://wiki.koha-community.org/wiki/Sandboxes
There is also the https://wiki.koha-community.org/wiki/KohaDevBox or https://gitlab.com/koha-community/koha-testing-docker/

Hope these pointers are helpful.

Hi

 Tried following steps mentioned at
https://wiki.koha-community.org/wiki/Koha_on_ubuntu_-_git

No matter what I do at the end when I open http://127.0.1.1:8080 after
following all the steps, page says "The connection was reset"  and Try
again. Not sure what is wrong. Couldn't find any details as well in log
file. Not sure how to proceed further. Appreciate any help
