Also, I expect that a lot of the libraries and packages in Ubuntu 14.04 are likely to be obsoleted by newer ones (Apache? MySQL? Perl? various Javascript and XML libraries? Zebra?) so even if you wanted to keep 14.04 it would likely be easier for you to migrate to 19.05 than to upgrade each of those packages (and their dependencies).

You may use whatever you want - all at your own risk.

If you want to use Koha 19.05, only the following operating system 
distributions are supported:

* Debian 8 (Jessie)
* Debian 9 (Stretch)
* Ubuntu 16.04 (Xenial)
* Ubuntu 18.04 (Bionic)

However, since Ubuntu 14.04 is no more supported itself since April 
2019, no one should use Ubuntu 14.04 anymore. Only do it if you enjoy 
security risks.
