[Koha] Patrons account expires once the user login to opac

Hi Mohammed,
Not sure about that but, should not it be
  <dateexpiry is="2019-09-30"></dateexpiry>
instead of
  <dateexpiry is="">2019-09-30</dateexpiry>
?
