[Koha] 18.05.00 - do not upgrade if itemtype defined at biblio level

Hi all,

A critical bug has been found in 18.05.00 (bug 20825).
If item types are defined at biblio level (item-level_itypes=biblio), you
should *not* upgrade to 18.05.00.
