[Koha] Help Installing Plack on Koha 17.11

I followed those koha-plack steps.

When I do that I get the following error in my /var/log/koha/plack-error.log

I should note that since the first posting in this thread, I did a full
reinstall on a blank Ubuntu 16.04 server. I got no errors in any part of the
install process, but plack is definitely not working. Could it be that the
install process is failing somewhere. (I am not sure the cron jobs are set
up correctly either.)
