[Koha] Maximum Issues Across Family Group

Hi all,

I'd like to help in the development of this feature as outlined in Bug 
5938 <https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=5938> - 
which would allow a librarian to specify the maximum number of issues to 
a particular "group" (e.g. a family, or company). I'm not a developer, 
but perhaps i could help with sponsoring the bug. How should i go about 
this?
