[Koha] deleting empty records problem

If the title for biblionumber 313 is the same bib that is referenced in
your error message then it would appear that the bibliographic record you
reference has already been deleted.  Was it reimported with the 999 tag
intact which recreated it in biblio/biblioitems?

Otherwise, the numbers in your tables have gotten out of sync somehow.  You
will have to clean this manually in the database.  If you do not need to
retain the data in the deletedbiblio/deletedbiblioitems/deleteditems table
I would truncate those tables and try your delete again.  Or you could
delete the bibs you are trying to remove from biblio and biblioitems
tables.  You would need to reindex after doing your deletions in this way.
