[Koha] Koha and Dublin Core (and OAI harvesting)

Have you seen this bug?

Bug 10662 - Build OAI-PMH Harvesting Client

As far as I know it is not being built to harvest DC records and I
think it only talks to Zebra at the moment, but it should lay a solid
foundation for what you are thinking about.
