You can install Debian (preferably) on VirtualBox running on Windows
(or use any other virtualization software on Windows) and then deploy
Koha inside the VM running Debian.

As for your catalogue data in Excel, you will have to use a software
like MarcEdit or hand-roll a solution to convert the spreadsheet data
into MARC21 records. You will probably want to ensure that your data
is de-duplicated properly.
