[Koha] Circ Notices not working since migration

Hi Martin.

If you've installed with packages on Debian or Ubuntu you may need to use
the koha-email-enable command:
https://wiki.koha-community.org/wiki/Commands_provided_by_the_Debian_packages#E-mail

I would also check that you can send an external email from the command
line.

Note: I've not used Koha in 'real life', so if none of the above help
