[Koha] Holds on items waiting to be pick-up or in transit

Hi Sonia,

we had a library reporting this as a problem in the past and I agree -
it should be possible to place holds on items waiting for pick-up with
AllowOnShelfHolds turned off.

There is some discussion on bug 4319, but putting a patch on a new bug
report might be a little cleaner.
