Hi Barbara,
the rule you describe can be configured from
Administration > Circulation and fines rules
You can find some additional information in the manual:
http://translate.koha-community.org/manual/3.20/en/html-desktop/#circfinerules
Or did you want to know where this information is stored in the database?
