[Koha] Debian/Ubuntu vs .tar enhancements

There are a lot of enhancements in the Debian/Ubuntu version of Koha 
which are not in the plain old .tar.gz build it yourself  version, such 
as the 'site' and numerous commands.

Are these going to be included in future versions of the .tar.gz 
releases?  I was going to answer Jesse Lamberton's question about 
migrating Koha to a new server, but which sort of Koha make a huge 
difference.

I can't use Debian because its older versions of Apache and openSSH 
won't qualify for PCI (credit card) certification.  Ubuntu is current, 
but has been having strange lockups.  A work around has been given and 
so far seems to be working (fingers crossed.)
