Um... why not put the links in the corresponding OPAC system preferences
like OpacNav or similar?
Then you can upload the page into an appropriate location.
Configuring as a CMS seems like more work that you need to do.

I was interested in creating new OPAC pages in Koha (for example, an FAQ or
general information page that users can visit from the homepage).
The post below suggests that it can be done, but only after Koha has been
configured to run like a CMS:
Can anyone confirm whether this works for 3.16?
