[Koha] Incremental fine and purchase suggestion restriction: Partially solved.

We have developed a very simple reports solution to the incremental fine
calculations in koha, with different slabs and increments for different
categories of patrons. Since it is not customizable yet online, you may
send us your specific fines policies and we can post you back the SQL for
the corresponding report.
