[Koha] Patron self-register from OPAC

Hi,

One question.
How can I let 'Don't have an account? Register here.' appear at OPAC main page?

At Manual 3.14, Chapter 12. OPAC, 6. OPAC Self Registration, it
describe as it.  But I can not find it on my OPAC.

Bywater Solutions' demo site show those words only. Other demo sites
have no such words.
