[Koha] MARC export - not exporting everything?

Koha 3.14.03
Several attempts were needed to export the entire catalogue - I really only
wanted a certain item type that does not have item records.
First I tried exporting only these records by choosing the appropriate item
type. According to MARC edit, I had -11 records. Yes, a negative number.
The MARC breaker failed to parse this file. Not surprising when I saw that
it had 0 KB of data.
Next I exported what I thought was the entire catalog - the only thing I
selected was the library, everything else left blank. However the only
records in the exported file are the ones with item records. Exactly the
records I don't need!
Finally, I exported the whole file again, this time selecting 'Don't export
items'. And this, and only this configuration produced a full export of
the biblios.
Is this normal or expected behaviour? It seems counter-intuitive to me.
