[Koha] Is "Record Matching Rules" required for Koha ?

How necessarily to use the so-called  "Record Matching Rule" ?

Can Koha 3.14 catalogue normally without setting parameters in the table "Add record matching rules" ? 

("Normally" means the possibility of Data Base Creation, Save, Search, and Import/Export 
of bibliographic data.)
