[Koha] Removal of rss.pl

As I've said before, we use it quite prolifically with our customers;
however I'm sure we will work around it should it disappear. We've never
had the time to update it to TT and hadn't really found the inclination
either to be honest.

I'll try and get one of our trainers/configuration guys to comment as it's
them that have always set it up for customers.. but as said, we can always
work around it if no-one else is currently actively using it (and certainly
no-one is actively maintaining it), and I'd vote for it's removal too to
help clean up the code base so we can see the wood for the trees.
