This is normal practice for ensuring you are current on security patches
for Debian/Ubuntu in general, so I hope that all people running Koha on
these platforms are doing this regularly. If they are, then the update
will come along with it. If they are not, they need to start. Something
like apticron should be installed and configured to notify when updates
are available.
