[Koha] Issue with 3.18 packages

If anyone is deploying the 3.18 packages, there's a bit of an issue with
them that will cause the automatic renewals to not work, and will cause
noisy logs/emails to sysadmins. It's documented here with a quick fix:

It shouldn't affect any other behaviour. It'll be fixed in the next
release.
