[Koha] Implementation of Hourly Loans RFC

Hope I find you well. We are an academic library and cannot wait for the
implementation of the Hourly Loans RFC as outlined in
http://wiki.koha-community.org/wiki/Hourly_Loans_RFC . Any time line for the
