[Koha] Upgrade koha 3.8

I think, it's not enough to just downloud source and switch branche, you
have to tu an "upgrade" (as descripted in previous link)

and also, it's not enough to use mysql db from 3.8 in 3.12 version, there
are changes in db structure...

which kind of error do you get?
