[Koha] Bug: virtualshelves permisssion broken in staff client

I can understand your remark very well. 
What we still need in the staff client, is a permission that controls access to the Lists section.

But do note that disabling pref virtualshelves still makes some difference: In catalogue search e.g. you will not be able anymore to see/add to  lists.
