[Koha] Utf-8 portguese special chars

The problem is that pref file do not have an appropriate header that states
the file encoding.
There is an already pushed patch [1] that adds the missing header. this
will be in 3.12.1 and 3.10.7 (i hope)
In the mean time you could add it using an editor, just copy & paste the
generic header
found in [1]. or the header in the pt opac file that I copy below.
