in fact the bug description now is true.
The place to check is the routine GetMarcNotes in C4::Biblio.
With the line
1712     my $scope;
1713     if ( $marcflavour eq "UNIMARC" ) {
1714         $scope = '3..';
1715     } else {    # assume marc21 if not unimarc
1716         $scope = '5..';
1717     }

we take all the notes fields.
