I think it depends on whether or not you share your records.  If you stick
with using the 040 for a specific library's cataloging symbol/name, then
the 008 position 39 can be correctly encoded for the source of the record.
(For example, records I create on OCLC are coded "d.")  If you use the
approved values, and you share your records, or ever will share your
records, they will validate in the other system(s).
