[Koha] Koha 3.12.8 released

The Koha community is proud to announce the release of 3.12.8.

This is a maintenance release and contains security fixes, enhancements and
several bugfixes.

IMPORTANT: we encourage people on the 3.12 version to upgrade to this
release.
