Hardly your fault :-) However, it is very much a part of life in the
SAARC countries. Essentially it is an a paper-based declaration issued
by the librarian to the student or faculty that says "No Dues
Outstanding".  Without submitting such a "clearance certification" a
student may not be able to sit for an exam / get their final
transcript or degree / refund of security deposits, while a faculty
member may not be able to get their 'release letter' in case of
resignation or approval for foreign travel etc
