[Koha] Koha: restrict purchase sugession and fine calculation

Dear All,

I wanted to know/require following options in Koha:

1. How to restrict online purchase suggestion by User category?
2. How can we set up fine in slots i.e if book is due up to 5 days then fine count 1/day and above that it would be 2/day?
