[Koha] Zebra not updating biblios automatically in koha 3.8

jared,
No changes to the frameworks.  Some of these records were created
quite some time ago.  I couldn't swear to it, but I'm pretty sure I
remember seeing them in the catalog before this latest update.  Though
I'm not the person who usually checks the catalogers' work.
 Weird coincidence or perhaps a clue? nearly all the records that
aren't indexing were created by the same cataloger.  Perhaps it is
something this person did consistently.  But what?
