[Koha] Restriction on renewal of items on expiration of patrons account

Hello everyone,

How can i set koha to disable the patrons with expired account from renewing any library material in such an account, I noticed that is making the fine.pl to double charge on items. I am using koha 3.04? installed on ubuntu 10.0
