[Koha] Purchase request vanishes into thin air?

Further testing reveals that suggestions made from the staff interface do
work.  It's the OPAC side that doesn't seem to work.  After submitting a
suggestion in the OPAC, a message pops up that says your suggestion has
been submitted.
But it hasn't. . .
