[Koha] Fine charging rules with a different start point

I have someone asking if it's possible to do something like:
week1 -> $1
week2 -> $3
week3 -> $5

i.e. the first fine is $1, and the increment is $2 every 7 days. Is this
possible? I can't see an obvious way to do it in the circ rules.
