[Koha] Redirect loop in intranet at initial Koha install/setup

The kohaversion value is stored in the database in the
systempreferences table. This doesn't exist, which means the web based
installer hasn't worked. The first thing it does is create the tables,
the fact this table doesn't exist means it hasn't run correctly.
