[Koha] New user registrations on the wiki

Hi,

As was decided during the community meeting today, requests for new
accounts on the Koha wiki [1] will now require manual approval.  This is
done in order to reduce the amount time that folks have had to spend to
remove spam; consequently, the only criterion for getting a new wiki
account is that you appear to be a sentient lifeform with a desire to
improve the Koha wiki, or at least do no harm to it.

The following individuals have volunteered to manage requests for new wiki
accounts:

Chris Cormack
Katrin Fischer
David Nind
MJ Ray
and myself, Galen Charlton

In addition, any person who is already a wiki administrator or "bureaucrat"
has the power to approve or reject requests for new accounts.

The account moderators will use their best judgment to determine if a new
account request is valid or if it is from a bot or spammer.  However, it is
possible that valid requests may get denied.  If that happens to you,
please don't panic -- you can email me or any of the moderators directly or
go to the #koha IRC channel to get it sorted out.

I am seeking additional volunteers to manage the queue of new user accounts
with the aim of getting comprehensive coverage of all time zones.  The
volunteers are responsible for checking the account request queue
periodically [2] and vetting new requests.  If you would like to volunteer,
please contact me; I will approve any volunteer as long as you already have
a wiki account and you have any kind of track record (even if it is yet
small) of positive contributions to Koha or the Koha community.

In addition, I will be performing a purge of accounts on the wiki.
 Specifically, I will be removing all user accounts that are:

[1] blocked, or
[2] have only contributed edits that were subsequently marked as spam, or
[3] which are at least 10 days old and which have never made any edits to
the wiki.

I apologize in advance to any folks whose inactive wiki account gets swept
up in this, but I want to make sure that existing spam accounts get deleted.
