[Koha] Add new language for koha3.8.1

use this command to install a new language

sudo env KOHA_CONF=/etc/koha/sites/koha/koha-conf.xml
PERL5LIB=/usr/share/koha/lib/ perl translate install pl-PL

where pl-PL is sign language
