Ok it's work by running this :
sudo env KOHA_CONF=/etc/koha/koha-conf.xml PERL5LIB=/usr/share/koha/lib/
perl ./translate install ar-Arab
here is the deference :
./translate install ar-Arab
in the dot :|
my be this issue is just in ubuntu :)
