[Koha] Sip2 CL field

As far as I can tell, this doesn't seem to be implemented... it's called in
the basic message processor if we're running SIP2, but it calls a
subroutine that's only documented, not actually written.  Unless I'm
missing something, this may be an area we need to work on further.

But I defer to those more experienced in SIP than I.... atz, I'm looking in
your direction... :)
