[Koha] Label printing doesn't work with Unicode characters/cyrillic/

Dear Koha team,

When I create the label with classification from catalog unicode/mongolian
cyrillic/ that is error for PDF. But I can create for CSV format output like
as
 46.11 Ð¡ 363
how we can fix it? English label is good.
