Yeah, it really should have an ID. Without that I don't think there's
a way to hide it with CSS.

I can be hidden with JavaScript, though, if you put this in your
opacuserjs system preference:

$(document).ready(function(){
   $("legend:contains('Language')").parent().hide();
});
