[Koha] Copies available? but only if the OPAC language is English

Hello Katrin,

thank you for clearing that up. I thought this might be the case
when I tried to find out where the language-specific template files
come from.

Is that documented somewhere for "normal people" (those not working
on the translation files ;) to find? Somehow my intuition was to
install the languages by hand once and Koha would do the rest when
we update. Updating ~8 or more languages manually after every update
does not seem very appealing. On the other hand this seems to be
neccessary anyway if we customise our XSLT files.

Where in the 'translate'-related code would I have to look for the
process of combining the English original files with the resp.
translations? Maybe I could add local patches at this point, too.
