[Koha] Upgrading from 3.0.6 to 3.2.1 - Perl woes

This is a note in case anyone else comes across this issue. Rolling
my own Perl solved the problem. The script fix-perl-path.pl didn't
catch all of the shebang lines, so I had to do some cleanup there.
Otherwise, it was a straightforward process.
