[Koha] Phone notification system for Koha

Looks like the work was done to create reports that go to TalkingTech
and back -- so
not direct telephony integration but useful to TalkTech customers presumably.

Sponsored by Middletown Township Public Library, Middletown, NJ, USA but never
submitted to core Koha in a usable form (is in the Harley pile). Maybe
PTFS or someone
from TalkingTech or the sponsoring library would want to take it that
extra step?
