This is probably just the URL of your OPAC, e.g.
http://catalog.bywatersolutions.com/

> OAI Base URL:

This would be the URL + cgi-bin/koha/oai.pl - e.g.:
http://catalog.bywatersolutions.com/cgi-bin/koha/oai.pl
