Wow... It seems you have a serious problem with your installation. Use
mkdir -p /var/lock/koha/zebradb/biblios /var/lock/koha/zebradb/authorities
And check that you are allowed to use those directories when logged in
as koha or zebra database user.
same thing for /var/lib/koha/zebradb
same thing for /var/run/koha
etc...

Maybe using dev install rather than standard installation could help you
solve that problem.
Or use the debian community packages.
